Real Estate/Land Use Experience

  • Involved in the development of the Port of East St. Louis Development Project. The Port of East St. Louis is the redevelopment of 200 acres of a former 1930s industrial site along the Mississippi River into a vital multi-modal facility for the City of East St. Louis and the greater St. Louis MSA. This project is a partnership between the City of East St. Louis and property owners Slay Industries and Kinder Morgan. The Port of East St. Louis Project is considered the single most important business development opportunity that the City has seen in the past 15 years. It is consistent with local, state, and federal initiatives to improve transportation connectivity and maintain a state of good repair. The proximity of this site to existing Interstate infrastructure (less than 1 mile from the Poplar Street River Bridge), open access to Class I railroads with maximum unit train capabilities, and the location within the St. Louis Harbor, which is a natural barge tow interchange, allows it to maximize its multi-modal capabilities. The future Port of East St. Louis, includes the construction of two docks; road, rail, and electrical infrastructure; one 30,000 square foot bulk fertilizer warehouse facility, two cargo cranes (150 ton capacity), and a 10 acre concrete pad. An important aim of this project was to increase the mobility of freight and commodities both domestic and international through the connectivity of the Mississippi River to the density of rail and road infrastructure present at a vital American Crossroads. Michael Wagner of Clayborne & Wagner LLP played a large role in the development of this project as the City Attorney for the City of East St. Louis.
